In 1.8 and above, despite your gamerule, endermites will never spawn from endermen teleporting, ultimately excluding them from the game in survival. I think this may of been reported before, but when I searched I didn't see anything about this particularly. This occurs in all 3 deminsons, overworld, end, and nether.

What I expected to happen was...:
Endermites to spawn sometimes when endermen teleport.

What actually happened was...:
Endermites never spawn from endermen.

Steps to Reproduce:
1. Make a enderman(men) teleport several times and no endermite will appear, ever.
