Adventure mode does not work in single player or multiplayer!

What I expected to happen was...:
i expected to be able to play in adventure mode

What actually happened was...:
when in adventure mode the black wire frame around the block you are looking at is not there and you can not break any blocks.

in addition other players that join my server when forced into adventure mode experience the same issue.

Steps to Reproduce:
1. start in survival or creative mode [w/debug on] and look at a block until you see the black wire frame around it and see the block info displayed.
2. then set your game mode to adventure.
3. the black wire frame will disappear and you will not be able to interact with the block even with the proper tool in hand. the debug still shows you the block data
