Heavy data transfer from server (>1.5mbps) at high altitudes

      I'm playing on a server and built a stairway starting in water and rising up to a height of 200 blocks, where I then built a platform with glass and chests. Just me and friend play on this server, but the world is large at about 100mb of save data.

      What I expected to happen was...:
      That I would be able to open the chests without a 30 second delay between the time I clicked the chest and the time I could see its contents.

      What actually happened was...:
      After having logged out and logged back in on the platform, I tried opening one of the chests and about 30 seconds passed before I could see the contents. I monitored the network traffic of java.exe and it was receiving 2.0mbps+/- which is too much for my connection.

      Steps to Reproduce:
      1. Put a step by step guide on how to trigger the bug here
      2. Build a stairway up to a height of 200 blocks.
      3. Build a simple platform up there with a chest or two.
      4. Logout on the platform.
      5. Log back in on the platform.
      6. Open the chest and monitor your network activity.
