When the game is first installed and started, it does not create a "resourcepacks" folder. So, from a fresh install, going to Resource Packs under Options, and clicking on "Open Resource Packs Folder" returns an error: "Windows cannot find 'C:*snip*\.minecraft\resourcepacks'. make sure you typed the name correctly and try again." Creating an empty resourcepacks folder fixes this.
