Nether portals generate with no air space if in water or lava

      I created a Superflat world with 255 layers of water on 1 of bedrock, and no generated structures. I built a small house with a Nether portal, entered that portal, built another portal while in the Nether and entered it. Normally, generating a portal forces an air pocket to exist on one side of it, on the platform; but in this case, the water immediately flows into that pocket so that no air space is created. This also triggers a water-update glitch in that the air blocks never become water source blocks (which should happen starting with the ones on the platform's outside corners, since they can receive horizontal flow from the front and sides).
