type this command to command block or chat
/give @p leather_helmet 1 2

(in this command damage value is 2)
and it gives you leather helmet without texture

Only requirements (with tools or armors or weapons) are Unbreaking tag set to 1 and custom damage value

Item doesn't need to be tool or armor or weapen. (It can also be block like bedrock)
Only requirement (with blocks and other items) is custom damage value
/give @p bedrock 1 2
