In 1.8, banners don't display there "blowing" animation. They are dead still. it looks odd and unnatural. I thought this happened before but was fixed.. looks like it's back.

What I expected to happen was...:
To place a banner and watch it blow in the wind.

What actually happened was...:
it was as still as a rock.

Steps to Reproduce:
1. Play 1.8 and get a banner. (I got it from creative inventory.
2. Place it, and watch its closely. It wont blow at all.
