I wanted to use my resource pack as soon as I freshly downloaded minecraft.
There was no 'resorucepacks' folder created.
1. Delete or move the current '.minecraft' folder.
2. Download minecraft.exe.
3. Download 1.8.
4. Go to the '.minecraft' folder.
5. See that 'resourcepacks' folder is not there.
