I don't know if this is an issue or on purpose, according to previous issues posted about this situation, but when trying to use the set block command to place air blocks and redstone blocks into chunks that are "unloaded," the command block output always states "Cannot place block outside world." It isn't outside of the world, because I've tested the coordinates multiple times by teleporting to them, and I go to the spot where I want to place the block each time.
If it helps, the two coordinates I'm trying to place the blocks in are:
