I was in 14w33c and I set up a command block with the command:
      /particle mobSpell ~ ~2 ~ 0 0 0 10 50 @p
When I set it up to a clock, it did not play any particles, not even on top of the command block. I went into another world where I did something similar but used driplava particles. I had made it so it made a circle above my head but in previous versions it worked. Instead it just played the particles above the command block. It did work when I typed the command myself, but I think relative spawning isn't working for the particle commands in command blocks
