Entities summoned by command block are summoned in the wrong place.

In the earlier snapshot (14w32d) you could summon FallingSand with a command block and make it directly to the left or right. Now it is about halfway into the block above it.
The block entity should be summoned lower.

The snapshot updated and the redstone clock I had used to power command blocks didn't work. definitely because of 14w33a because I changed nothing and it didn't work correctly after being updated.

Steps to Reproduce:
1. use a command block to summon FallingSand on block beside it.
2. Watch.
