Beacons cannot be given effects in the latest snapshot. I have tried all six effects, on a Lvl 4 pyramid in Creative. Switching to Survival had no effect. Diamonds were not consumed and remained in the Beacon's slot when "Done" was selected. I had no previous worlds with functional beacons, so I'm not sure if those work or not.
