When I was placing a beacon and tried to get haste it would NOT let me. I went into a creative world and tested it and same results. I've tried all valuable ores to see what would happen but it the end it left the ingot in the little slot in the GUI. I had the same problem in the last snapshot. I'm not sure what is the problem.
