Depending on the orientation of stair blocks the hit box is different. I noticed this when trying to shoot arrows through stair blocks. In the x direction, no arrows can pass through the space in stair blocks. In the z direction, arrows can pass through the stairs which are pointing in the positive x direction but not the stairs facing the negative x direction. See attached photos.
