It appears as though when a Wither Skeleton is summoned with a normal bow, it shoots fire arrows. I used this command
/summon Skeleton ~ ~1 ~ {Equipment:[
{id:261}],SkeletonType:1}
to summon the Wither Skeleton that duplicated this bug.
