Until Minecraft version 1.7 it was possible to assign blocks with 'invalid' data, e.g. a sand block with data value 14. This was used by resource pack makers (with a mod like McPatcher) to increase the variety in textures, so you could have up to 16 different textures for each block.
With the introduction of block states (and the eradication of block data), this is no longer possible. Blocks with invalid data are converted into air, possibly destroying many worlds that have previously used this trick to increase their texture variety.
Instead of removing blocks with invalid data ID, they should be converted into the default block state (data-value of 0).
