Hopper clocks don't work exchange items outside of the world border. In any other conditions, they work as intended.

Hopper clocks in past snapshots have worked fine outside of the world border.

Steps to Reproduce:
1. Create a hopper clock
2. Create a world border
3. Make sure the hopper clock is outside of the world border
