Banners NBT tags are different in the creative inventory than after dropped as an entity

      When I place a banner, and then break the block that the banner is placed on, the entity that is created has NBT tags that the original did not. That is, the banners that are obtained in the creative inventory have no NBT tags, but once I place a banner, when the banner is dropped, it has 1 NBT tag.
