Blocks dont have animation when placed or still have animation when broken in creative

What i expected to happen was have the block animation go away when the block was broken, and have the block animation not be there when the block was placed. Animation does update after 2-3 seconds.

What happened was i was placing iron block and the animation did not come up until 2-3 seconds later. The hitbox was there when i placed the iron block
When i was breaking wood planks and wood stairs, the animation was still there for 2-3 seconds but the hitbox was not there.

Steps to Reproduce:
1. Place iron blocks and wod planks and wood stairs.
2. Break the block to see if happened.
