Blocks do not break, nor can a player set a block when 'server'op' is not logged in

      Players that are logged into the server without op permissions can not break blocks, open chests, open workbenches, open furnaces, or place blocks.

      When someone is given ops permission that is currently logged into the server, the bug seems to go away. When someone enters the server that has op permissions, the bug seems to go away 2 out of 10 times.

      If there is no op permissions in the ops.json file, or if there is no opped player on the server, there is no bug.
