Cannot /setblock wall signs in command blocks

Steps to reproduce:
1. place a command block and enter the command

 /setblock ~ ~1 ~-1 minecraft:wall_sign

2. Place block on top of the command block
3. Power command block

Doesn't place the sign and says "An unknown error occurred while attempting to perform this command" in the command block console.
This command worked in 14w27b.
