When Placed, A Repeater Starts With No Tick Variable Or At 1 Tick and When Changed Will Slide Up To 4 Ticks.

What Happens is, You Place A Repeater and It Starts at 4 Ticks and When You Right Click It The Torch Will Go Down To 1 Tick Where It Is Supposed To be When Placed Down.
