item frame fall off the wall

      What I expected to happen was:
      Item frame just hang on the wall

      What actually happened was:
      They all dropped as Item

      Steps to Reproduce:
      1. Use Minecraft 1.7.10 and put some item frame on the wall with a map in it
      2. load the world in Snapshot 14w27b
      3. They should drop as Item now
