I do not think this would effect the grass breaking, but, I have 64 bit Java, Windows 8.1, and a laptop pc.

When you break a tall grass, whether with an item or empty hand, it drops the tall grass (and shows a short peony texture) as it would if you used shears. Check the link to the video below.
(PS I really hope this isn't a repeat, I did search for a duplicate and really didn't find any.)
