Placing a repeater makes it look like it's already 4 ticks

      When I place a repeater, it's already on 4 ticks. when I click it, it goes down to 3, 2 and 1. Even if it looks like a 4 ticks, it works like a 1 (the 3 works like a 2, etc, everything is inverted)

      I expected the repeater to appear on 1 tick (No, I didnt "pick block" a repeater that was already on 4 ticks).

      It appears as a 4 tick repeater but works like a 1. If I press f3 and look at it, I see the real delay (check the screenshot, top right).

      Itried it on several creative world in 14w27b (that were or weren't created in that version)
      Step:
      1-Open a world in 14w27b
      2-grab a repeater from inventory
      3-place it down
