My rain sounds are missing both on the default texture pack aswell as on resourcepacks. The rest of the sounds I think works fine. There are no steps to reproduce this, the sounds doesn't work since the beginning of the game. And yes, I have all my sounds turned on.
EDIT: This happens only with the Particles set to "Minimum" in the Video Settings. The other two options generate the sound.
