What I expected to happen was...:
I placed a comparator down and expected it to be un-powered until a powered redstone torch or redstone dust is hooked up properly
What actaully happened was...:
By default, when placed the comparator is powered.
Steps to Reproduce:
1. Get a comparator from creative UI or /give command
2. Place on ground
3. See that it is powered (unpowers with a BUD/redstone update)
