Comparators are powered when placed

      When a comparator is placed it will become powered even when nothing is there to power it. The comparator will turn off after it receives a block update though.

      Screenshot 1 is what happens whn you place it. Screenshot 2 is after a block is placed next to it (giving it a block update).
