I thought that when I put names on an operator list, when the server launches, the server will know the names on the list and will not have to be edited because it keeps failing to load them. I did not think I would receive a warning on the console of the server either.

I put my minecraft name and my friends to make us operators on my server. It is an original server. Whenever I launched the server using the jar however, I would get a message on the console of the server that it failed to load the operators list, and I have assigned the proper permission levels to do some commands like changing game modes but because the list is not loading and when I open the file I get a [ ] at the top and without the names that I put down.

Steps to Reproduce:
1. Type names into ops file
2. Launch server by clicking jar
3. Go into server and try to change game modes
4. Look at the server console and see; WARNING: Falure to load ops list
5. Stop server and enter names again, this time ops file is blank except with [ ] at the top line.
