Podzol doesn't convert to dirt when blocks are above it

      Placing a solid block like dirt on top of podzol, would cause the podzol to visually change to dirt in 1.7.10. Since 1.8, this is no longer the case: podzol just stays even if it has another block on top of it.

      This is inconsistent with other blocks like grass, mycelium, and path blocks, which change to dirt either immediately (path blocks) or when receiving a random tick (grass and mycelium).

      To reproduce

      1. Place a block of podzol
      2. Place a block on top of it (e.g. dirt)
      3. Wait for a while (or run /gamerule randomTickSpeed with a high number)

      Observed behaviour

      The podzol never changes to dirt.

      Expected behaviour

      The podzol changes to dirt, either immediately, or after a while.
