After setting a world border to 2, I attempted to get rid of the 2x2 blocks down to bedrock using TnT. Unfortunately, the TnT managed to destroy blocks outside of the world border, not destroyable by any player in any mode.

This may be intended but it does not seem logical to let TnT do such a thing.
