Well in all worlds generated on my mc have extremely low hostile mob spawns. My mob cap is not capped out.

When adding it to a server the problem seems to be resolved, but in single player no spawns and even in a lan, no spawns.(Difficulty is on normal)

Downloaded worlds seems to spawn mobs just fine.

Any ideas how to fix this?
