In Creative Mode, I can use an anvil and enchanted book to apply the Infinity I enchantment to a dispenser. This suggests that when I load an arrow into it, it should be able to fire without consuming that arrow, since that's what the enchantment means. If it's not going to work on dispensers, the enchantment should be prevented from applying to them, rather than potentially tricking the player into wasting it.
