When it is night time on the server, even with /difficulty on 1, 2 and 3, monsters won't spawn.

Everyone once in a while I'll see a monster spawn in for like a single tick, but will immediately disappear as if the game is telling it not to spawn. (sort of like using a spawn-egg in a peaceful world).
