The screenshot says it all.

Steps to Reproduce:
1. Make a pool of water
2. Remove a block in the "cage" that holds it and place a dispenser there
3. Put boat in dispenser and activate it

The boat should be shot out in the water, but instead, it's shot out on the top of the dispenser.
