Scrollbar in all lists act weird / unresponsively

      What I expected to happen was for the list to scroll down.

      What actually happened was that when I scrolled down, the list scrolled in reverse.

      Steps To Reproduce:
      1. Go to Mutliplayer or World Customization.
      2. Scroll the scrollbar with the cursor on the inside, then do it on the outside.
