      You can mount entities which are outside of the worldborder.

      How to reproduce

      1. Spawn a ridable entity, such as a boat, some blocks away from you
        /summon boat ~10 ~ ~
        
      2. Center the worldborder on you
        /worldborder center ~ ~
        
      3. Set the worldborder size to not contain the ridable entity anymore
        /worldborder set 14
        
      4. Try to mount the entity
