      The Bug:

      The effect amplifier for potions grants effects with an additional level.

      Steps to Reproduce:

      1. Give yourself the absorption effect with an amplifier of "1" by using the command provided below. 
        /effect give @s minecraft:absorption 100 1
      2. Open up your inventory and observe the potion effect's amplifier.
      3. Take note as to whether or not the effect amplifier for potions grants effects with an additional level.

      Observed Behavior:

      The effect amplifier grants effects with an additional level.

      Expected Behavior:

      The effect amplifier would not grant effects with an additional level.
