Putting the summary of the bug I'm having here

What I expected to happen was:
When submerged underwater, I assumed my "Bubbles" would drop.

Describe what you thought should happen here:
My "Bubbles" should drop for as long as I'm submerged.

What actually happened was:
When submerged underwater, my "Bubbles" don't drop and reset when I enter new blocks.

My Steps to Reproduce:
Put a step by step guide on how to trigger the bug here
1. Jump into body of water
2. Swim
3. Profit
