I did /effect Arceus_500 1 100 100 (I tried it with other durations/speeds)

*What I expected to happen was I would keep my speed effect.

*What actually happened was when I entered the Nether, I lost my speed effect, but the particles were still coming off me and once I sprinted, I got it back. it is the same thing with re-entering the Overworld.

Steps to Reproduce:
1. Do the command /effect @p 1 <duration> <amplifier>
2. Enter the Nether/re-enter the Overworld
3. No speed effect until you sprint.
