Theoretically you cannot go to hell in the end, but if you use the command /give @p minecraft:portal you can go. When you enter at the hell you can't see the blocks, only the red background, and if you leave the world and come back, you can see the blocks.

PS: the Minecraft:end_portal (or 119) hasn't got a name
