What I expected to happen was for the bobber on the water to float on the water.

What actually happened was the bobber started floating above the water.

Steps to Reproduce:
1. Have area of having 1 block down and any width/length (I had a 3x3).
2. Start fishing on the water with a fishing rod.
3. In a couple seconds, the bobber will start to float on mid-air.
