      The bug

      While having the slowness or speed by using /effect give or drinking a potion, will slow your movement or make your movement faster, but if you enter water you will walk as if it is nearly normal.

      How to reproduce

      1. Drink Turtle Master potion or Speed II potion.
        → You get the effects, and they work as expected
      2. Enter water.
        → Effects clearly don't take any effect while walking around
