The doTileDrops gamerule prevents anything in the game from dropping an item or xp. Even with this gamerule false, spawners still drop xp upon being destroyed.

*I know this ticket will be contested. If mobs and blocks don't drop items or xp upon their destruction, spawners shouldn't either. This breaks any map in which xp needs to be controlled.
