Saddles are an item which can be equipped onto horses in the horse inventory.
Horse armour is an item which can be equipped onto horses in the horse inventory.

Saddles are in the Transportation tab.
Horse armour are in the Miscellaneous tab.

Spot the differences, the horse armour should be in the Transportation as it is an item which can ONLY be used for horses, and horses are a form of transportation.
