If you have an item frame with an object in it or it is empty, when you place a torch ,lever, or button above the item frame
Buttons do not work properly, but levers do

1: Place an item frame and put something in it if you wish
2: Look barely above the item frame, there should be a small space left on the block
3: Place any kind of torch ,lever, or button in that small space

you may also place the torch/button/lever first, and then place the item frame
