      Leaf litter is generated very sparsely in Dark Forests, compared to 25w02a.

      Steps to Reproduce

      1. Create a world in 25w03a and note the amount of leaf litter generated in the Dark Forest.
      2. Use the same seed and coordinates to see the amount of leaf litter generated in 25w02a.

      Observed Results

      Leaf litter is generated extremely sparsely in Dark Forests compared to 25w02a.

      Expected Results

      Leaf litter would generate slightly more commonly.
