The Bug:

Leaf litter cannot be replaced when attempting to place blocks in the same space as it.

Due to the extensive quantities of this block that are generated in biomes such as forests, this may placing blocks down much more difficult.

Steps to Reproduce:

1. Place down some leaf litter.
2. Attempt to replace the leaf litter with a solid block.

Observed Behavior:

Leaf litter cannot be replaced.

Expected Behavior:

Leaf litter would be able to be replaced.
