The Bug:

Player markers on maps created in the nether randomly rotate or don't rotate at all according to the direction players are facing.

Steps to Reproduce:

1. Enter the nether dimension and use an empty map.
2. Hold the filled map in your hand, stand still, and look at the white player marker.

Observed Behavior:

Player markers on maps created in the nether randomly rotate or don't rotate at all.

Expected Behavior:

Player markers on maps created in the nether would rotate correctly according to the direction players are facing.
