      This bug relates to MC-259628.
      Steps to reproduce (a video is attached):

      1. Spawn an axolotl on the ground (not in water).
      2. Hold a tropical fish bucket.
      3. The axolotl twitches rapidly, often even rotating away from the player. Circling around the axolotl often exacerbates this issue.
